Bella Ridge Golf Course is the dream that’s becoming a reality for the Podtburg family of Johnstown, CO. For years, the family had discussed turning their longstanding dairy farm into an 18-hole golf course and, eventually, a residential and commercial development. Their vision began to take shape in 2022.

Construction was underway on the golf course when the long-time client asked AGPROfessionals to help solve a problem. They discovered that neither they nor their contractor had obtained a required state-issued stormwater permit, and they needed urgent assistance to avoid missing critical deadlines. As a multi-service firm specializing in engineering, permitting, environmental, and planning services, we acted quickly and efficiently to help solve this problem.

Stormwater and Drainage

AGPROfessionals’ Civil Engineer, Valene Cauhorn, was brought in at the early stages of construction to advise the client on drainage solutions as they worked with the nearby irrigation ditch company to ensure the ditch was protected from stormwater runoff during and post-construction. AGPROfessionals’ Land Planner, Hannah Dutrow, was able to oversee the Construction Stormwater permitting process and assist with third-party Stormwater Management Plan (SWMP) inspections. AGPROfessionals will continue supporting the client by providing ongoing stormwater management oversight as the project continues.

AGPROfessionals also worked on two Interim Drainage Reports. Valene and her team evaluated the current site. They documented the proposed temporary deviations from the Final Drainage Plan that would meet the regulatory retention requirements for the site and allow the client to operate the golf course as they finalize the details of the final development.

Pumphouse Engineering and Permitting

AGPROfessionals Professional Engineer Austin Kerbs and Senior Principal Engineer Chad teVelde collaborated on the engineering design and permitting support for a pump equipment building at the future Bella Ridge Golf Club. This included the preparation of structural plans for the pumphouse building.

The concrete masonry building houses the main irrigation pump for the golf course. We designed the foundation, structural masonry walls, and roof trusses for the building and assisted with the commercial building permitting process.

Austin Kerbs was also able to help create the boring plans for the client’s underground irrigation line.

Additionally, we coordinated the necessary Right of Way (ROW) permit and traffic control services for this part of the project.

Environmental

During the project, a local county agent for the Colorado Department of Public Health and Environment (CDPHE) determined that an air permit was required due to the area being graded, which put the project at risk of a violation. AGPROfessionals’ Land Planner Hannah Dutrow and Tim Naylor, Chief Operating Officer, coordinated with a local air permit expert, the general contractor, and the landowner to complete the required paperwork. AGPROfessionals met the county agent’s deadlines, the Air Pollutant Emission Notice (APEN) was submitted, and ultimately, the Construction General Permit (CGP) to meet state requirements. Thanks to AGPROfessionals’ expertise and coordination, the project stayed on track and met the required timeframe.
